Throughout the time Oasis provided services at this site, several management changes occurred.  Oasis’s contribution of intimate site knowledge provided valuable continuity and assisted Republic with seeing the various projects through to successful completion.  Oasis also provided value-added Project Management Services for other critical projects at this site.

Project summary

From 2008 to 2020 Oasis Consulting Services (Oasis) provided services at the Ponce and Salinas Landfills, both of which are located near the southern coast of Puerto Rico and are owned and operated by Republic Services.  CQA services were performed for eight Subtitle D composite-lined disposal cells ranging in size from 4.5 to 8 acres.  Of note were Cells 5 and 7 at Ponce, each of which was a “piggyback” cell above an existing MSW cell.

At Ponce Landfill in 2009, Oasis performed CQA for the 7.5-acre Development Area 5 Cell which was constructed for Municipal Solid Waste (MSW), and in 2008, for a new perimeter road that was key to continued operations at the site.  Portions of this road which extended upwards 14 feet had to be filled with soil.

Oasis CQA monitors were present at the site on a full-time basis to perform the CQA activities for the cells and road.  We prepared certification reports to document the construction, monitoring, and testing under the direction and seal of our professional engineer registered in Puerto Rico.  Oasis’s role was to directly supervise landfill staff and outside contractors, as well as to coordinate all aspects of design and implementation of the following projects, which were integral to the operation of the site:

– Leachate storage tank repairs
– Leachate outbreak repairs
– Containment area for leachate tanker loading pad
– Remediation of leachate-impacted stormwater pond
