Project summary

Oasis Consulting Services (Oasis) has been performing environmental
services at various sites for the Housing Authority of the City of Atlanta,
Georgia (AH) since 2018. In 2020, Oasis assisted with a previously
submitted Hazardous Site Response Act (HSRA) Release Notification for a
Hazardous Site Inventory (HSI) listing determination for a site located at
152 Vine Street in Atlanta, GA. Services included Phase I and Phase II
ESAs, as well as Feasibility Studies. Oasis disposed of approximately
650 tons of non-hazardous lead-contaminated soil. In addition to
completing the necessary waste manifests and haul-route permitting
required for disposal, Oasis also performed the necessary land
development permitting required by the City of Atlanta.

For the Former Bowen Homes, Oasis performed the following services:
Remediation Feasibility Study (2020); Waste Delineation,
Remediation Design, and Preparation of Documents for Compliance
and Procurement (2021); Preparation of RFP Documents for design-
build contract for environmental remediation services (2021); and
Preparation of RFP Documents for construction contract (2021).

In February 2022, Oasis was commissioned to perform asbestos-
containing materials (ACM) surveys, lead-based paint (LBP)
investigations, and mold assessments at five public housing properties
in Atlanta in order to prepare property-specific ACM and LBP
Operations and Maintenance (O&M) Plans:

Cheshire Bridge – Single building high-rise property with 161 one-
bedroom units; 8 floors; total property 113,952 sq.ft. on 1.64 acres
Georgia Avenue – Single building high-rise
property with 80 one-bedroom units; 6 floors;
total property 68,406 sq.ft. on 2.2 acres
Marian Road – Single building high-rise property
with 240 one-bedroom units; 9 floors; total
property 212,590 sq.ft. on 2.59 acres
Martin Street Plaza – Family community property
with 13 buildings including 10 two-bedroom units, 20 three-bedroom units, and 30
four-bedroom units; 1-2 floors; total property 61,506 sq.ft. on 6.4 acres
Westminster – Family community property with 2 buildings; 30 two-bedroom
